While the nation shuts down all nonessential activities in light of the COVID-19, the construction at the North Parcel in Weymouth continues unabated. This poses a public health and safety situation in the middle of a pandemic. I am calling on FERC to suspend the operation on the Weymouth compressor station until the pandemic is under control. 
The construction workers cannot practice social distancing at their work without putting themselves in danger. Soap and water washing of hands, the best practices for curbing transmission of this virus according to the CDC, are unavailable to the workers at the site. Many of the workers have been traveling back and forth between states since December. Slowing this type of movement is critical in times such as these.

Although public health is not the purview of FERC, safety considerations most certainly are within your scope of practice. At this time, FERC must stop construction on the Weymouth compressor station and on all unnecessary pipeline construction projects across the nation.

On March 23, Governor Baker of Massachusetts made the right call for his citizens by ordering all non-essential businesses to cease in-person operation. Exempted from the order were “Workers -- including contracted vendors -- involved in the construction of critical or strategic infrastructure.” The Weymouth Compressor Station may be critical to the profits of its owner, Enbridge, but it is clearly not critical to Massachusetts and our utilities. There are no MA off-takers for the fracked gas that will eventually flow through the compressor station. The gas is going to Canada where they are hoping to sell it to overseas markets.

We are asking for FERC to reach out to the CDC and OSHA for guidance and to take the lives of all Americans seriously.

We need FERC to take responsibility for the safety of the workers and citizens and suspend construction of the compressor station in Weymouth at this time of national crisis. Your FERC permitted projects have put us all at risk for far too long.
